Freedom of movement for DOD and Commercial logistics is critical to our economic and national security. The movement of shipping containers relies entirely on fixed infrastructure—seaports, airports, roads, and railways. When this infrastructure is congested, due to excess capacity, or contested, due to denied or destroyed infrastructure it significantly restricts both commercial and Department of Defense (DOD) mobility. This drives the need to operate outside of the fixed logistics infrastructure.
